On 13 December 2006, in her speech at the 'Towards Zero Carbon Development' event hosted by WWF UK, the Secretary of State for Communities and Local Government, Ruth Kelly, announced that she had asked John Callcutt, then Chief Executive of English Partnerships “to take on a new role, working with industry, to improve housebuilding delivery in a low carbon environment.”

A lot of local businesses are rising to the challenge by offering low carbon building methods.
